I.R.E. S.P.A. - Infrastrutture Recupero Energia Agenzia Regionale Ligure .- nasce nel 2014, in attuazione della Legge Regionale n.6/2011 “Riorganizzazione delle partecipazioni societarie in materia di infrastrutture, energia ed edilizia residenziale pubblica”, dalla fusione di tre società tecniche regionali: l'Agenzia Regionale per l'Energia s.p.a., con competenze nel settore della pianificazione e certificazione energetica e dei progetti europei, l'Agenzia Regionale per il Recupero Edilizio s.p.a., operante nei settori della riqualificazione edilizia e urbana, dell'edilizia residenziale sociale e della valorizzazione del patrimonio immobiliare pubblico, ed Infrastrutture Liguria s.r.l., con competenze nel settore delle infrastrutture, dell'edilizia sanitaria e della riqualificazione ambientale. La società, grazie alle competenze trasferite con la fusione, è un soggetto con elevata professionalità nei settori dell'ingegneria, dell'architettura, dell'energia e degli appalti pubblici e può lavorare a servizio dei propri soci con un approccio qualificato e interdisciplinare, ivi compresi gli aspetti economico-finanziari e gestionali delle iniziative seguite, che costituisce un unicum a livello regionale. Dal punto di vista societario I.R.E. è una società interamente pubblica, in house di Regione Liguria attraverso FI.L.S.E. s.p.a., che può operare a servizio dei propri soci e degli enti del sistema allargato regionale. Sono soci di I.R.E., oltre a FI.L.S.E. s.p.a., diversi altri Enti territoriali ed Enti pubblici, quali Comuni, Province, A.R.T.E., Camere di Commercio, Università di Genova. La Società opera quale stazione appaltante per conto dei soci e quale articolazione funzionale della Stazione Unica Appaltante Regionale. Con la Legge Regionale n.6 del 12 aprile 2011 “Riorganizzazione delle partecipazioni societarie in materia di infrastrutture, energia ed edilizia residenziale pubblica”, la Regione Liguria ha disposto la fusione delle società: Infrastrutture Liguria S.r.l., di cui all'articolo 21 della legge regionale 28 dicembre 2009, n. 63 (Disposizioni collegate alla legge finanziaria 2010) e successive modificazioni ed integrazioni Agenzia regionale per il Recupero Edilizio (A.R.R.ED. S.p.A.), di cui alla legge regionale 14 luglio 1988, n. 33 (Costituzione della Agenzia regionale per il Recupero Edilizio S.p.A.) e successive modificazioni ed integrazioni Agenzia regionale per l'Energia della Liguria (A.R.E. Liguria S.p.A.), di cui alla legge regionale 29 maggio 2007, n. 22 (Norme in materia di energia) e successive modificazioni ed integrazioni in una nuova società a cui attribuire le funzioni di riqualificazione, gestione, valorizzazione e sviluppo della dotazione infrastrutturale della Liguria, nonché di strumento operativo nell'ambito del settore energetico e dell'edilizia residenziale pubblica. Il nome della nuova società è Infrastrutture Recupero Energia Agenzia Regionale Ligure – I.R.E. S.p.A. IRE is a joint-stock company established in 2014 by Italy’s Liguria Region as a result of the merger of three regional companies dealing respectively with infrastructure development, building and urban renovation and energy. Aim of the company according to the regional Law nr. 6/2011 is urban and infrastructure development in the Region and the implementation of energy policies. Tasks of the company are feasibility studies, tendering procedures, public works management, energy planning support to local public entities, implementation of energy innovation projects, elaboration of urban regeneration projects and their management, social housing retrofitting, support to the Region in the management of the ERDF related calls and EU funds research. IRE has over 30 employees with skills and experience in the engineering, architecture, energy and public procurement sectors. The company is divided into three business units: infrastructure development and building renovation, energy, administrative. The Infrastructure development and building renovation unit supports the regional authority and other local administrations in the following activities: planning and realization of complex healthcare infrastructures, such as the new hospital of the city of La Spezia; development of road infrastructures and preparation of feasibility studies and projects according to the Region’s strategic plan, such as the planning of new roads and biking paths and the reactivation/improvement of road access in areas subject to hydro-geological risks; writing of urban regeneration and renewal plans; planning and management of interventions in urban centres such as requalification, regeneration and restoration actions. The Energy unit supports the regional authority and other local administrations in the elaboration and implementation of energy plans and technologies, also promoting the local acquisition of laws. It manages the energy data within the regional information system, runs a consortium to buy electricity on the free market, develops business plans for RES plants and offers training and information. It is in charge of the elaboration of the regional regulation for the energy certification of buildings and has developed the related regional specific software. It has set up a monitoring and control structure for energy and infrastructure projects for all the hospitals of Liguria. The Administrative unit deals with all the administrative, economic and financial aspects of IRE’s work, managing tendering procedures as well as the public procurement process and working as a central purchasing body for the Region. IRE is also working hard at an international level, taking part in many EU projects such as the Horizon PDA project “Enershift” focusing on the energy retrofitting of social housing buildings in Liguria Region; the H2020 “Unalab” project on the deployment of nature-based solutions for water management in urban contexts; the CLIMATE-KIC project “SUSHI” on the development of sustainable historic districts in six Mediterranean cities; and many others. It also developedthe EIB-ELENA investment programmes “Prosper” and “Genius”, respectively for the Province of Savona and the Metropolitan City of Genova.
